Promoting Cross-border Energy Infrastructure Act
Requires federal permits for new oil, gas, and electric transmission lines crossing US borders with Canada or Mexico.
Tradeoff
Streamlines approval for cross-border energy infrastructure by setting 120-day FERC and DOE permit deadlines and 30-day natural gas approval deadlines. Prevents the President from revoking existing permits without Congressional approval.
What's in it
Federal cost less than $500,000 over 2025-2035; potential royalty increases of less than $500,000 over the same period.
The $500,000 represents only the federal administrative cost to issue certificates instead of Presidential permits—the policy's real impact is on energy companies and utilities, who will navigate a faster permitting pathway and potentially face higher FERC fees.
The House passed this 224-203 on September 18, 2025. The bill is now in the Senate.
