Would have required DOE and NSF to set up a joint research partnership on AI, quantum, and energy science.

Tradeoff

Would have required the Department of Energy (DOE) and National Science Foundation (NSF) to run joint research under a formal agreement. Would also have funded research equipment, data sharing, and STEM training.
