Encouraging Public Offerings Act of 2023

Would have let all companies, not just emerging ones, test investor interest and submit confidential IPO drafts.

Tradeoff

Would have let all companies talk with investors before filing public registration papers. Companies would still have to make draft filings public before selling shares.
