Honoring Our Heroes Act of 2025
Lets VA provide headstones for veterans who died before November 1990 for seven years.
Tradeoff
Expands who can get a free headstone or burial marker from the VA. No offsetting spending cuts or revenue source mentioned in the bill.
What's in it
Reduces net direct spending by $1 million over 2025-2035, with $11 million in costs for headstones offset by $12 million in VA pension savings.
The net $1 million reduction reflects two main components: $11 million in new federal spending to provide headstones to approximately 42,000 additional eligible veterans, offset by $12 million in reduced VA pension payments that shift some nursing home costs from VA to the program.
The House passed this 413-0 on September 16, 2025. The bill is now in the Senate.
