Remote Access Security Act
Extends U.S. export controls to remote access of sensitive technology and equipment.
Tradeoff
Gives the Commerce Department power to license and restrict foreign remote access to controlled U.S. items. Requires Commerce to consult Congress before issuing new remote-access control rules.
What's in it
Costs $9 million over 2025-2030 for federal enforcement staff; negligible deficit impact from penalty revenues.
The $9 million is the federal cost to staff and operate the licensing program; the policy's main burden falls on technology exporters who must now obtain licenses before allowing remote access to controlled U.S. technology by foreign entities.
The House passed this 369-22 on January 12, 2026 — now in the Senate.
