Undersea Cable Control Act
Requires the President and Commerce to prevent foreign adversaries from acquiring undersea cable equipment.
Tradeoff
Directs the government to work with allies on export controls for undersea cable parts. No direct spending or revenue change specified in the bill.
What's in it
Costs less than $500,000 over 2025-2030 for required studies and reports.
The $500,000 is just the federal cost for the Department of Commerce to conduct studies and write reports — the bill's real policy is requiring Commerce to develop a strategy and consider export controls on undersea cable equipment, with the actual burden falling on cable companies and equipment manufacturers subject to any future rules.
Passed the House by on September 2, 2025 — sitting in the Senate.
