Baby Changing on Board Act
Requires Amtrak passenger trains to have baby changing tables in at least one restroom per car.
Tradeoff
Mandates baby changing tables on newly purchased Amtrak trains. No offsetting cost or revenue provision in the bill.
What's in it
No federal cost or deficit impact over 10 years; imposes private-sector mandate on Amtrak estimated below the $203 million UMRA threshold.
The federal government has no budget cost because Amtrak is a nonfederal entity; the policy's real impact is the requirement Amtrak install baby changing tables and signage in new trains, a cost the CBO estimates falls below the private-sector mandate threshold of $203 million.
