CHIP IN for Veterans Act of 2025
Makes permanent the VA's ability to accept donated property and facilities from nonfederal entities starting December 2026.
Tradeoff
Removes caps on donations the VA can accept from states, nonprofits, and private entities to expand veteran facilities. No new federal spending required.
What's in it
Increases direct spending by an insignificant amount (less than $500,000) over 10 years.
The bill authorizes the VA to accept property and construction donations that are not themselves federal costs, but CBO estimates any future federal spending obligations created by these arrangements will be negligible, making the actual federal budget impact essentially zero.
