Would have blocked emergency oil releases from the () until the Energy Department (DOE) planned more drilling leases.
Tradeoff
Would have tied emergency oil releases to a plan for more oil and gas leasing on federal land, up to a 15 percent increase. Would have barred benefits to firms tied to China, Russia, Iran, North Korea, and sanctioned countries.
