Protecting Our Nation’s Capital Emergency Act
Rescinds 2023 DC police discipline rules, restoring negotiation rights and shortened complaint timelines.
Tradeoff
Reinstates a 90-day limit to file complaints against DC police officers and lets discipline be negotiated in union contracts. Eliminates the police chief's power to increase recommended penalties and removes the requirement to publish termination hearing schedules online.
What's in it
No federal cost; $0 impact on the deficit over all scored periods (2025-2035).
This bill has no federal budget cost because it modifies D.C. local law only; the real effect is on D.C. government operations and police labor relations, not federal spending or revenue.
The House passed this 235-178 on June 10, 2025 — now in the Senate.
