Ocean Shipping Reform Implementation Act of 2023

Would have expanded the Federal Maritime Commission (FMC) power over ocean shipping and China-linked logistics software.

Tradeoff

Would have put more ocean carriers under extra federal oversight, including those tied to nonmarket economy countries. Also would have barred grant recipients from using China's LOGINK shipping platform.
