VA Home Loan Program Reform Act
Lets VA prevent foreclosures on veteran home loans and expands homeless veteran housing assistance.
Tradeoff
Authorizes VA to pay lenders to prevent foreclosure of veteran home loans, requiring VA to obtain a secured interest in the property. Temporarily increases funding for veteran homelessness programs by $344 million annually for –.
What's in it
Reduces net direct spending by $147 million over 2025-2035, but increases spending by $146 million over the same period, for a net deficit reduction of $1 million over 11 years.
The bill creates two VA programs: one that temporarily expands grant funding for homeless veteran housing (requiring $146 million in over two years), and another that pays lenders to prevent foreclosure on veteran home loans (which produces net savings in direct spending but requires upfront administrative and claim costs).
