South Pacific Tuna Treaty Act of 2023

Would have updated US rules for tuna fishing boats in the South Pacific to match 2016 treaty amendments.

Tradeoff

Would have revised licensing, fishing-area, and enforcement rules for US tuna boats to match the 2016 treaty changes. Would have also barred boats from deliberately netting dolphins or other marine mammals.
