CLEAN Act

Would have required the Interior Department to hold geothermal lease sales every year, not every two.

Tradeoff

Would have required yearly geothermal lease sales and 30-day deadlines for drilling permit decisions. Would have required offering all nominated land allowed under each state's land-use plan.
