Would have given the Institute for Telecommunication Sciences a permanent legal basis within NTIA.

Tradeoff

Would have written the Institute for Telecommunication Sciences into federal law as the government's main lab for radio spectrum research. Also would have required a program to develop tracking tools for people trapped in mines and collapsed buildings.
