Would reduce Arkansas Valley water communities' repayment costs by eliminating interest and extending the loan to 100 years.

Tradeoff

Would lower repayment obligations for Colorado water districts served by the Arkansas Valley Conduit pipeline. The federal government absorbs the foregone interest revenue.
