Compressed Gas Cylinder Safety and Oversight Improvements Act of 2025
Tightens oversight of foreign manufacturers of compressed gas cylinders used in US transportation.
Tradeoff
Requires foreign cylinder makers to disclose past penalties and comply with annual inspections. Makes approvals shorter (one year instead of longer) unless manufacturers meet strict safety standards.
What's in it
Costs $2 million over 2025-2030 for federal implementation.
The $2 million is just the federal cost to hire two additional full-time employees at PHMSA to conduct annual approvals and increased inspections—the policy's real burden falls on foreign manufacturers who must now seek approval annually instead of every five years and face stricter standards and more frequent facility inspections.
