Countering Untrusted Telecommunications Abroad Act
Would have required State Department reports on risky telecom equipment in allied networks and US embassies.
Tradeoff
Would have required State Department reports and diplomatic support for trusted telecom projects abroad. Would have expressed Congress's view that Huawei and ZTE should not be vendors, without binding anyone.
