Transparency in Reporting of Adversarial Contributions to Education Act
Requires schools to tell parents about foreign funding and influence in curricula.
Tradeoff
Schools must disclose foreign government funding and agreements to parents on request. No offsetting cost or revenue provision.
What's in it
Costs the Department of Education less than $500,000 over the 2025-2030 period.
The $500,000 is just the federal cost to administer the disclosure requirement — the policy's real impact is on local education agencies, which must track and provide information about foreign government funding or agreements to parents upon request.
The House passed this 247-166 on December 4, 2025 — now in the Senate.
