Executive Order EO 14399

Ensuring Citizenship Verification and Integrity in Federal Elections

SignedDonald Trump · Mar 31, 2026

Directs federal agencies to compile citizen lists and requires USPS to add tracking codes to mail-in ballots.

Does not create new legal authority; it directs agencies to use existing powers under election law and the Privacy Act. Does not appropriate new funding; agencies must implement within existing budgets.

- States must notify USPS 90 days before elections if using mail-in ballots and submit voter lists 60 days before.
- USPS will only transmit mail-in ballots to voters enrolled on state lists submitted to USPS.
Implementation

- Attorney General will provide enforcement guidance to election officials, contractors, and entities involved in ballot distribution.
- Social Security Administration must share citizenship and identity data with DHS to support the lists.
Enforcement
- Attorney General and agencies may withhold federal funds from non-compliant states and localities where authorized by law.
- Alleged violations by election officials, states, contractors, or ballot vendors may be referred to DOJ for investigation under specified federal criminal statutes.
