Creates Schedule G to let presidents appoint policy staff without competitive civil service exams.
Does not create new funding. Relies on existing appropriations and does not authorize new hiring authority beyond what current law allows.
What it does (6) Purpose Creates Schedule G for noncareer policy-making or policy-advocating positions normally expected to change at a presidential transition Excepted Service Policy-making and policy-advocating positions can now be appointed under Schedule G without competitive civil service exams Schedule G Schedule G employees have no civil service removal protections and can be fired without standard civil service procedures Defines six other excepted service schedules (A, B, C, D, E, Policy/Career) and their scope Implementation Veterans Affairs Secretary must assess whether Schedule G candidates support the President's policies Cannot consider political party or political activity when hiring Schedule G staff Read it on the Federal Register
