SignedDonald Trump · Mar 25, 2025

Requires proof of citizenship to register to vote and tightens mail-in ballot deadlines.

Does not change state or federal voting laws themselves. Creates no new funding for election administration.

What it does (17)

Enforcing the Citizenship Requirement for Federal Elections
- Election Assistance Commission must require citizenship documents (passport, REAL ID, military ID, or state ID showing citizenship) on national voter registration forms within 30 days.
- Secretary of Homeland Security must ensure states can access federal systems to verify citizenship of people registering or already registered to vote.
- Department of Homeland Security must review state voter lists against federal immigration records within 90 days and report non-citizens to the Attorney General.
Providing Other Assistance to States Verifying Eligibility
- Social Security Administration must grant state and local election officials access to the Death Master File and Social Security Number Verification Service to verify voter eligibility.
- Attorney General must enforce list-maintenance requirements under the National Voter Registration Act against states that fail to comply.
- Secretary of Defense must update military absentee ballot forms to require citizenship proof and state voting eligibility verification.
Improving the Election Assistance Commission
- Election Assistance Commission must cut federal funds to states that do not comply with federal election laws or refuse to use the national mail voter registration form.
- Election Assistance Commission must amend voting system guidelines within 180 days to require paper ballots and voter-verifiable records, and rescind all prior voting equipment certifications.
- Election Assistance Commission must report audit discrepancies to the Department of Justice for enforcement action.
Prosecuting Election Crimes
- Attorney General must seek information-sharing agreements with each state's chief election official to receive reports on voter registration fraud, false statements, voter intimidation, and other election crimes.
- For states refusing information-sharing agreements, Attorney General may prioritize federal election law enforcement and withhold discretionary law-enforcement grants.
Improving Security of Voting Systems
- Attorney General and Secretary of Homeland Security must prevent non-citizens from working in election administration or accessing election equipment and ballots.
- Secretary of Homeland Security must review the security of all electronic voter registration and voting systems connected to the internet and report on risks.
Compliance with Federal Law Setting the National Election Day
- Attorney General must enforce federal law prohibiting states from counting mail-in or absentee ballots received after Election Day.
- Election Assistance Commission must tie federal election funding to states adopting an Election Day ballot receipt deadline for all voting methods.
Preventing Foreign Interference and Unlawful Use of Federal Funds
- Attorney General must prioritize enforcement of laws banning foreign contributions to U.S. elections and prohibiting federally-funded organizations from lobbying.
Federal Actions to Address Executive Order 14019
- All agencies must cease implementing Executive Order 14019 (Promoting Access to Voting) and report compliance within 90 days.
